How were the stakeholders defined?

The main stakeholder groups targeted were competent authorities, industry, civil society organisations and researchers. Invitations were circulated by e-mail to 500-1,300 contacts for each step (except those planning steps consultations in the evidence synthesis work stream which built on previous steps) encompassing an even broader range of stakeholders by also including other governmental organisations, agricultural organisations, professional associations, international organisations etc.

We considered a consultation as ‘balanced’ if the views of the main stakeholder groups were represented. In case if - in the course of preparing the consultations – there was uncertainty if we would be able to achieve this balance we contacted individual stakeholders by phone or e-mail in order to motivate them to participate in the consultation process. Eventually we managed to engage these groups in all key consultation steps.
